အစည်းအဝေးတွင် ပြည်ထောင်စုသမ္မတမြန်မာနိုင်ငံတော် နိုင်ငံတော်ဝန်ကြီးချုပ် ဗိုလ်ချုပ်မှူးကြီး မင်းအောင်လှိုင်နှင့် တရုတ်ပြည်သူ့သမ္မတနိုင်ငံ နိုင်ငံတော်ဝန်ကြီးချုပ် မစ္စတာလီချန်းတို့က ပူးတွဲဥက္ကဋ္ဌများအဖြစ် ဆောင်ရွက်ခဲ့ကြသည်။ အစည်းအဝေးသို့ ကမ္ဘောဒီးယား နိုင်ငံဝန်ကြီးချုပ် မစ္စတာ ဆမ်ဒက် မဟာ ပဝရ ဓိပတိ ဟွန်မာနိုက်၊ လာအိုပြည်သူ့ဒီမိုကရက်တစ် သမ္မတနိုင်ငံဝန်ကြီးချုပ် မစ္စတာ ဆုံဆိုင်း ဆီဖန်ဒုံ၊ ထိုင်းနိုင်ငံ ဝန်ကြီးချုပ် မစ္စတာ ဆရက်ထာ ထာဗီဆင်နှင့် ဗီယက်နမ်ဆိုရှယ်လစ်သမ္မတနိုင်ငံဝန်ကြီးချုပ် မစ္စတာ ဖန်မင်ချင်းတို့လည်း တက်ရောက်ခဲ့ကြသည်။
အစည်းအဝေး၌ ပူးတွဲဥက္ကဋ္ဌများက အဖွင့်အမှာစကားများ အသီးသီးပြောကြားခဲ့ပြီးနောက်၊ မဲခေါင်-လန်ချန်း ပူးပေါင်းဆောင်ရွက်မှု အဖွဲ့ဝင်နိုင်ငံခေါင်းဆောင်များက မဲခေါင်-လန်ချန်း ပူးပေါင်း ဆောင်ရွက်မှုဆိုင်ရာ ဖြစ်ပေါ်တိုးတက်မှုအခြေအနေများအပေါ် သုံးသပ်ကာ၊ အနာဂတ် မဲခေါင်-လန်ချန်း ပူးပေါင်းဆောင်ရွက်မှုလုပ်ငန်းစဉ်များအပေါ် အမြင်ချင်းဖလှယ်ဆွေးနွေး ခဲ့ကြသည်။
နိုင်ငံတော်ဝန်ကြီးချုပ် ဗိုလ်ချုပ်မှူးကြီးမင်းအောင်လှိုင်က မိန့်ခွန်းပြောကြားရာတွင် ၂၀၁၆ ခုနှစ်၌ စတင်တည်ထောင်ခဲ့သည့် မဲခေါင်-လန်ချန်းပူးပေါင်းဆောင်ရွက်မှုသည် (၇) နှစ်တာကာလ အတွင်း အခြေခံအဆင့်ကိုကျော်ဖြတ်၍ ဘက်စုံဖွံ့ဖြိုးတိုးတက်သည့်အဆင့်သို့ ရောက်ရှိနေပြီ ဖြစ်ပါကြောင်း၊ မြန်မာနိုင်ငံအနေဖြင့် ၂၀၁၇ ခုနှစ်မှစ၍ ၂၀၂၃ ခုနှစ်အထိ ကာလအတွင်း အမေရိကန်ဒေါ်လာ (၃၁.၆) သန်းတန်ဖိုးရှိသည့် အထူးရန်ပုံငွေစီမံကိန်း (၁၀၆) ခု ရရှိထားပြီး၊ နိုင်ငံ၏ လူမှုစီးပွားဖွံ့ဖြိုးတိုးတက်မှုလုပ်ငန်းများကို အထောက်အကူပြုလျက်ရှိပါကြောင်း၊ တရုတ်ပြည်သူ့သမ္မတနိုင်ငံအနေဖြင့် မဲခေါင်-လန်ချန်းနိုင်ငံများအား အထောက်အပံ့နှင့် အကူအညီများ ဆက်လက်ပေးအပ်နေမှုအပေါ် ကျေးဇူးတင်ရှိပါကြောင်း ထည့်သွင်း ပြောကြားခဲ့သည်။
ဆက်လက်၍ နိုင်ငံတော်ဝန်ကြီးချုပ်က ယနေ့အစည်းအဝေး၏ဆောင်ပုဒ်မှာ “မဲခေါင်-လန်ချန်း နိုင်ငံများအကြား အားလုံးနှင့်သက်ဆိုင်သော အနာဂတ်နှင့် ခေတ်မီဖွံ့ဖြိုးမှု တည်ဆောက်ဖို့ ပူးပေါင်းဆောင်ရွက်ကြပါစို့” ဖြစ်သည့်အတွက် လက်ရှိအခြေအနေများနှင့် ကိုက်ညီမှုရှိပါကြောင်း၊ အဖွဲ့ဝင်နိုင်ငံများအနေဖြင့် စက်မှုလုပ်ငန်းများ ဖွံ့ဖြိုးတိုးတက်ရေးနှင့် စီးပွားရေး ခေတ်မီတိုးတက် လာစေရေးတို့အတွက် မဲခေါင်-လန်ချန်းပူးပေါင်းဆောင်ရွက်မှု လုပ်ငန်းစဉ်အောက်တွင် အချင်းချင်း အပြန်အလှန်အကူအညီပေးသင့်ပါကြောင်း၊ ထိုကဲ့သို့ ဆောင်ရွက်နိုင်ရေးအတွက် တရုတ်နိုင်ငံ၏ ရပ်ဝန်းနှင့်ပိုးလမ်းမ စီမံကိန်းနှင့် မဲခေါင်-လန်ချန်း ဖွံ့ဖြိုးတိုးတက်မှုလမ်းကြောင်းများမှတစ်ဆင့် အကောင်အထည်ဖော်ဆောင်ရွက်သင့် ပါကြောင်း၊ “မဲခေါင်-လန်ချန်း ပူးပေါင်းဆောင်ရွက်မှု ဆန်းသစ်တီထွင်မှုစင်္ကြံ” ဖော်ဆောင်မှုနှင့် “အဖွဲ့ဝင်နိုင်ငံများအကြား ပေါင်းစည်းဆက်နွှယ်မှု တိုးမြှင့်ရေးဆိုင်ရာစီမံချက်” ရေးဆွဲမှုများကိုလည်း အရှိန်အဟုန်မြှင့်ဆောင်ရွက်ကြရမှာ ဖြစ်ပါ ကြောင်း ပြောကြားခဲ့သည်။
ထို့ပြင် နိုင်ငံတော်ဝန်ကြီးချုပ်က အသေးစား၊ အငယ်စားနှင့် အလတ်စားစီးပွားရေး လုပ်ငန်းများနှင့် စိုက်ပျိုးရေးအခြေပြု စွန့်ဦးတီထွင်စီးပွားရေးလုပ်ငန်းများအတွက် လူ့စွမ်းအား အရင်းအမြစ် မြှင့်တင်ရေးကဏ္ဍကို ဦးစားပေးဆောင်ရွက်သွားသင့်ပါကြောင်း၊ ကိုဗစ်-၁၉ ရောဂါသည် ပြည်သူ့ကျန်းမာရေးဆိုင်ရာ ပူးပေါင်းဆောင်ရွက်မှုများကို ထိရောက်စွာ ဆောင်ရွက် သွားသင့်ကြောင်း ပြသသည့် သင်ခန်းစာတစ်ရပ် ဖြစ်ပါကြောင်း၊ အဖွဲ့ဝင်နိုင်ငံများအနေဖြင့် ပြည်သူ့ကျန်းမာရေးကဏ္ဍ ဖွံ့ဖြိုးတိုးတက်စေရေးအတွက် နည်းပညာ နှင့်ကျွမ်းကျင်မှုများ မျှဝေခြင်းနှင့် အခြေခံအဆောက်အဦများ ဖွံ့ဖြိုးတိုးတက် စေရေးတို့ကို မဲခေါင်-လန်ချန်းပူးပေါင်း ဆောင်ရွက်မှုဖြင့် ဆောင်ရွက်သွားသင့်ပါကြောင်း၊ နေပြည်တော်တွင် “အမျိုးသားကူးစက် ရောဂါကာကွယ်ရေးနှင့် လေ့ကျင့်ရေးစင်တာ” တည်ဆောက်ရန်အတွက် အကူအညီများ ပေးအပ်ခဲ့ သည့် တရုတ်နိုင်ငံကို ကျေးဇူးတင်ရှိပါကြောင်း၊ အဆိုပါစင်တာသည် ၂၀၂၄ ခုနှစ်၊ နှစ်ဦးပိုင်းတွင် ပြီးစီးမည်ဖြစ်ပါကြောင်း ထည့်သွင်း ပြောကြားခဲ့သည်။
ဆက်လက်၍ “မဲခေါင်-လန်ချန်း ခရီးသွားလာရေးမြို့တော်များ တည်ထောင်ခြင်း”၊ “မဲခေါင်-လန်ချန်း လေကြောင်းခရီးသွားလာမှုဆိုင်ရာ ဖွံ့ဖြိုးတိုးတက်မှုနှင့် မိတ်ဖက်ထူထောင်ခြင်း” လုပ်ငန်းစဉ်များကို ကြိုဆိုပါကြောင်း၊ နယ်စပ်ဖြတ်ကျော် ရာဇဝတ်မှုများ၊ မူးယစ်ဆေးဝါး တရားမဝင်ထုတ်လုပ်ရောင်းဝယ်မှုများ၊ လူကုန်ကူးမှုများ၊ အကြမ်းဖက်မှုများ၊ ဆိုက်ဘာ ရာဇဝတ်မှုများ၊ အွန်လိုင်းလောင်းကစားမှုများ စသည့်ရာဇဝတ်မှုများသည် ဒေသတွင်း လုံခြုံရေးနှင့် စီးပွားရေးဖွံ့ဖြိုးတိုးတက်မှုကို အဟန့်အတားဖြစ်စေသည့်အတွက် အဖွဲ့ဝင်နိုင်ငံများ အနေဖြင့် တရားဥပဒေစိုးမိုးရေးဆိုင်ရာ ပူးပေါင်းဆောင်ရွက်မှုများကို တိုးမြှင့်ဆောင်ရွက်သွားရန် လိုအပ်ပါကြောင်း၊ “မဲခေါင်-လန်ချန်း လုံခြုံရေးနှင့် တရားဥပဒေစိုးမိုးရေး ပူးပေါင်း ဆောင်ရွက်မှုဗဟိုဌာန” က ဆောင်ရွက်လျက်ရှိသည့် ဒေသတွင်းပူးပေါင်းညှိနှိုင်းရေး အခန်းကဏ္ဍ ၏ အရေးပါမှုကိုလည်း အသိအမှတ်ပြုပါကြောင်း ပြောကြားခဲ့သည်။
ထို့ပြင် ပတ်ဝန်းကျင်ထိခိုက်မှုသည် ရာသီဥတုပြောင်းလဲမှုအပေါ် သက်ရောက်မှုရှိပြီး ဂေဟစနစ် ကို ယိုယွင်းပျက်စီးစေပါကြောင်း၊ သို့ဖြစ်ရာ အေးချမ်းသာယာပြီး ကြံ့ကြံ့ခံနိုင်သည့် လူမှု အသိုက်အဝန်း တည်ဆောက်နိုင်ရေးအတွက် ရာသီဥတု ဖောက်ပြန်မှုများကိုလျှော့ချရန် အတူတကွ လက်တွဲဆောင်ရွက်ကြရမှာဖြစ်ကြောင်း အလေးထားပြောကြားခဲ့သည်။
ဆက်လက်၍ နိဂုံးချုပ်အနေဖြင့် နိုင်ငံတော်ဝန်ကြီးချုပ်က မြန်မာနိုင်ငံသည် ပူးတွဲဥက္ကဋ္ဌ အနေဖြင့်လည်းကောင်း၊ တာဝန်သိအဖွဲ့ဝင်အနေဖြင့်လည်းကောင်း မဲခေါင်-လန်ချန်း ပူးပေါင်း ဆောင်ရွက်မှုကို အစဉ်တန်ဖိုးထားပြီး၊ မဲခေါင်-လန်ချန်း ပူးပေါင်း ဆောင်ရွက်မှု၏ မူဝါဒများ၊ စိတ်ဓာတ်များနှင့်အညီ တက်ကြွစွာ ဆက်လက်ပါဝင်ဆောင်ရွက်သွားမည်ဖြစ်ကြောင်း ကတိကဝတ်ပြု ပြောကြားခဲ့သည်။
အဆိုပါအစည်းအဝေးတွင် အနာဂတ်လုပ်ငန်းအစီအစဉ်များအတွက် မူဝါဒလမ်းညွှန်တစ်ရပ် အဖြစ် “နေပြည်တော်ကြေညာစာတမ်း” နှင့် အဖွဲ့ဝင်နိုင်ငံများအကြား အိမ်နီးချင်းကောင်းပီသမှု၊ ချစ်ကြည်ရင်းနှီးမှုနှင့် လက်တွေ့ကျသော ပူးပေါင်းဆောင်ရွက်မှုများ တိုးမြှင့်ဆောင်ရွက်နိုင်ရန် ရည်ရွယ်၍ “မဲခေါင်-လန်ချန်း ပူးပေါင်းဆောင်ရွက်မှု လုပ်ငန်းအစီအစဉ် (၂၀၂၃-၂၀၂၇)” နှင့် “မဲခေါင်-လန်ချန်း တီထွင်ဆန်းသစ်မှုစင်္ကြံ ဖွံ့ဖြိုးတိုးတက်ရေး ပူးတွဲအစီအစဉ်” တို့ကို အတည်ပြု ထုတ်ပြန်ခဲ့သည်။
အစည်းအဝေးတွင် နိုင်ငံတော်ဝန်ကြီးချုပ် ဗိုလ်ချုပ်မှူးကြီးမင်းအောင်လှိုင်က မဲခေါင်-လန်ချန်း ပူးပေါင်းဆောင်ရွက်မှု အလှည့်ကျပူးတွဲဥက္ကဋ္ဌတာဝန်ကို ထိုင်းနိုင်ငံသို့ လွှဲပြောင်း ပေးအပ်ခဲ့သည်။
(၄)ကြိမ်မြောက် မဲခေါင်-လန်ချန်း ပူးပေါင်းဆောင်ရွက်မှု နိုင်ငံ့ခေါင်းဆောင်များ အစည်းအဝေးသို့ နိုင်ငံတော်စီမံအုပ်ချုပ်ရေးကောင်စီ တွဲဖက်အတွင်းရေးမှူး ဒုတိယ ဗိုလ်ချုပ်ကြီး ရဲဝင်းဦး၊ ဒုတိယ ဝန်ကြီးချုပ်နှင့် နိုင်ငံခြားရေးဝန်ကြီးဌာန၊ ပြည်ထောင်စုဝန်ကြီး ဦးသန်းဆွေ၊ နိုင်ငံခြားရေး ဝန်ကြီးဌာန၊ ဒုတိယဝန်ကြီး ဦးလွင်ဦးနှင့် နိုင်ငံတော်စီမံအုပ်ချုပ်ရေးကောင်စီရုံးနှင့် နိုင်ငံခြားရေး ဝန်ကြီးဌာနမှ အဆင့်မြင့်အရာရှိကြီးများလည်း ပါဝင်တက်ရောက်ခဲ့ကြသည်။
မဲခေါင်-လန်ချန်းပူးပေါင်းဆောင်ရွက်မှုသည် ဒေသတွင်းငြိမ်းချမ်းရေးနှင့် သာယာဝပြောရေး တို့ကို ဖော်ဆောင်သွားရန်၊ ဖွံ့ဖြိုးတိုးတက်မှု ကွာဟချက်များကို လျှော့ချရန်နှင့် ဒေသတွင်းနိုင်ငံ များ၏ အလုံးစုံပါဝင်သော စဉ်ဆက်မပြတ် ဖွံ့ဖြိုးတိုးတက်မှု ရရှိစေရေး ကြိုးပမ်းမှုများကို အထောက်အကူပြုရန် ရည်ရွယ်၍ ၂၀၁၆ ခုနှစ်တွင် ဖွဲ့စည်းခဲ့ခြင်း ဖြစ်သည်။ အဖွဲ့ဝင်နိုင်ငံများအဖြစ် ကမ္ဘောဒီးယား၊ တရုတ်၊ လာအို၊ မြန်မာ၊ ထိုင်းနှင့် ဗီယက်နမ်နိုင်ငံတို့ ပါဝင်သည်။ မြန်မာနိုင်ငံအနေဖြင့် မဲခေါင်-လန်ချန်းပူးပေါင်းဆောင်ရွက်မှုအစီအစဉ်၏ အလှည့်ကျပူးတွဲဥက္ကဋ္ဌ တာဝန်ကို အမြဲတမ်းပူးတွဲဥက္ကဋ္ဌဖြစ်သည့် တရုတ်နိုင်ငံနှင့်အတူ ၂၀၂၀ ပြည့်နှစ်၊ ဩဂုတ်လမှ ၂၀၂၃ ခုနှစ်၊ ဒီဇင်ဘာလအထိ အောင်မြင်စွာ ပူးတွဲထမ်းဆောင်ခဲ့သည်။

Senior General Min Aung Hlaing, Prime Minister of the Republic of the Union of Myanmar participated in the 4th Mekong-Lancang Cooperation Leaders’ Meeting as Co-Chair via video conference which was held in the afternoon of 25 December 2023.
The Meeting was co-chaired by Senior General Min Aung Hlaing, Prime Minister of the Republic of the Union of Myanmar and Mr. Li Qiang, Premier of the State Council of the People’s Republic of China, and attended by Mr. Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, Mr. Sonexay Siphandone, Prime Minister of Lao PDR, Mr. Srettha Thavisin, Prime Minister of the Kingdom of Thailand and Mr. Pham Minh Chinh, Prime Minister of the Socialist Republic of Viet Nam.
After delivering the opening remarks by Co-Chairs, the Leaders of MLC Member Countries reviewed the progress of Mekong-Lancang Cooperation and also exchanged views on future MLC cooperation.
In his statement, Senior General Min Aung Hlaing, Prime Minister of the Republic of the Union of Myanmar, stated that Mekong-Lancang Cooperation has been able to pass its foundation stage into the comprehensive development within a seven-year span of time since the launch of the mechanism in 2016. He mentioned that Myanmar has received a total of (106) Special Fund Projects worth of (31.6) millions USD in various fields supporting the socio-economic development of the peoples of Myanmar from 2017 to 2023. He also thanked the People’s Republic of China for its continued support and assistance to the MLC countries.
The Prime Minister underscored that the Meeting’s theme “Join Hands on the Building of a Community of Shared Future and Modernization among Mekong-Lancang Countries” is relevant to the current trend of development. He encouraged that Mekong-Lancang countries should support each other in industrializing and modernizing their economies through the implementation of China’s Belt and Road Initiative (BRI) and Mekong-Lancang Development Belt. He also stated that MLC should expedite on the development of “MLC Innovation Corridors” and the formulation of the “Plan on Connectivity Cooperation among the MLC countries”.
Furthermore, the Prime Minister highlighted that cooperation among MLC member countries should be enhanced in strengthening capacity building of MSMEs and entrepreneurs in agro-business. He also mentioned that Covid-19 pandemic reflects the importance of effective cooperation on Public Health matters and the cooperation among Member countries should, therefore, be strengthened by means of sharing technology, expertise and infrastructure for further development of Public Health sector. In addition, he expressed his gratitude to the People’s Republic of China for the support to build “National Centre on Disease Control and Health Staff Training” in Nay Pyi Taw which will be completed in early 2024.
He also welcomed the advancement of “Mekong-Lancang Tourist Cities Cooperation Alliance” and the establishment of the “Mekong-Lancang Aviation Development and Cooperation Alliance”. And, he stressed that transnational crimes, illicit drug trafficking, human trafficking, terrorism, cybercrimes, online gambling and other cross-border criminal activities have been challenging the security and economic development of the region, and hence the cooperation should be intensified in the field of law enforcement to fight against those crimes. He also acknowledged the important role of the “Lancang-Mekong Integrated Law Enforcement and Security Cooperation Centre (LMLECC)” as a regional coordination platform for the law enforcement cooperation.
Then, he emphasized that since environmental damage affects climate change and degrades ecosystem, the MLC Member Countries should work together to mitigate and adapt to the climate disruption to build peaceful and resilient societies.
In the conclusion of his statement, the Prime Minister reaffirmed that Myanmar, as a Co-Chair and responsible member, attaches great importance to the Mekong-Lancang Cooperation and also reiterated Myanmar’s continued commitment of active cooperation with the principles and the spirit of Mekong-Lancang Cooperation.
The Meeting adopted the “Nay Pyi Taw Declaration” which will serve as a policy guideline for future work plan and the “MLC Plan of Action (2023-2027)” which is aimed to deepen the good neighbourliness, friendship and practical cooperation among the Member Countries as well as the “Joint Initiatives on MLC Innovation Corridor Development”.
At the Meeting, Prime Minister Senior General Min Aung Hlaing handed over the Co-Chairmanship of the Mekong-Lancang Cooperation to the Kingdom of Thailand.
The Joint Secretary of the State Administration Council Lieutenant General Ye Win Oo, Deputy Prime Minister and Union Minister for Foreign Affairs U Than Swe, Deputy Minister for Foreign Affairs U Lwin Oo and senior officials from the Office of the State Administration Council and the Ministry of Foreign Affairs also attended the 4th Mekong-Lancang Cooperation Leaders’ Meeting.
Mekong-Lancang Cooperation was established in 2016 with an aim to assist regional efforts to achieve sustainable inclusive development and narrow the development gaps in the region while promoting peace and prosperity. Cambodia, China, Lao PDR, Myanmar, Thailand and Viet Nam are the members of the Mekong-Lancang Cooperation. Myanmar has served the Co-Chairmanship of MLC successfully together with the permanent Co-Chair, China from August 2020 to December 2023.
